Spill Deck vs Spill Pallet: 4 Questions That Decide It (With Real Sump Sizes and Prices)

A spill deck is the right buy when drums are loaded and dispensed by hand, the storage area is indoors, and you want the drum top as low as it can go. A spill pallet is the right buy when a forklift moves the loaded unit, the drums sit outdoors, or you need the full 55 gallon sump in a single stand-alone piece. What is the difference between a spill deck and a spill pallet?

Height and sump depth. Both are polyethylene tubs with a grate on top that hold 55 gallon drums above a sump, and both count as the "base" that 40 CFR 264.175 asks for. A spill deck is the shallow version: per UltraTech's Spill Deck spec page, the P1, P2 and P4 decks are all 5.8 inches tall (UltraTech rounds it to 5 3/4 inches in the text) and hold 11, 22 and 44 gallons. A spill pallet is the deep version: per UltraTech's Spill Pallet spec page, the two-drum P2 is 16.5 inches tall and the four-drum P4 is 11.8 inches tall, and both hold 66 gallons.

Everything else follows from that. The deck is easier to load by hand and cheaper per drum, but a single deck module does not hold a full drum. The pallet holds a full drum on its own, takes forks, and can live outside under a cover, but every drum on it starts 12 to 16 inches off the floor instead of 6. Spill decks also connect to each other through bulkhead fittings so their sumps share liquid, which is how a deck layout gets to compliant capacity without gaining an inch of height.

Question 1: Does the sump pass the largest-container test?

This is the question the deck fails on its own, so start here. 40 CFR 264.175(b)(3), the EPA hazardous waste container storage rule, reads: "The containment system must have sufficient capacity to contain 10% of the volume of containers or the volume of the largest container, whichever is greater. Containers that do not contain free liquids need not be considered in this determination." For 55 gallon drums, 10 percent does not overtake the largest container until you pass ten drums, so the number to beat on a one to eight drum unit is 55 gallons. Oil has its own rule: 40 CFR 112.8(c)(2) requires "a secondary means of containment for the entire capacity of the largest single container and sufficient freeboard to contain precipitation," and 112.8(c)(11) says the same for mobile or portable containers. Same 55 gallon floor, plus rain allowance if the unit sits outside. State rules and your permit can go further; the federal numbers are the minimum.

Now put the sump volumes next to that 55 gallon line.

Read the deck rows carefully. A P4 deck under four full drums holds 44 gallons, 11 short of one drum. UltraTech gives you three ways to close that gap without raising the deck. Connecting a second module is the cheapest: the P4 and P2 have bulkhead ports that let liquid flow between sumps, and the 1090 P6 System sells exactly that pair as one 66 gallon unit for $736.00. The one-piece P6 and P8 skip the fittings, since each is molded as a single 66 or 75 gallon sump at 5.3 inches. The bladder is the third route: per UltraTech's bladder system page, a 66 gallon polyethylene bladder rides in a housing on the side of the deck and "will roll out 65.5" away from the deck and will be 66" wide when completely unfurled" once the sump overflows, taking the P1, P2 and P4 to 77, 88 and 110 gallons. The bladder is single use: UltraTech's answer on reuse is "No. Spilled liquids will more than likely cause the internal surfaces of the bladder to adhere to each other," and it should be replaced after any deployment or after five years unused. Budget the 6340 replacement bladder ($80.00) into the plan.

Question 2: How high will your crew lift and pour?

This is the question that sends most hand-loading operations to a deck. OSHA's materials handling eTool puts the body's power zone at "about mid-thigh to mid-chest" and says to "Keep the vertical distance of lifts between mid-thigh and shoulder height. Do not start a lift below mid-thigh height nor end the lift above shoulder height." It adds that "Lifting above shoulder height puts stress on the upper back, shoulders, and arms." A drum on a spill pallet moves every lift toward that ceiling. UltraTech's own deck versus pallet comparison puts the top of a drum on a spill pallet at "approximately 52 inches," then adds 11 to 12 inches for a funnel, against a 36 inch kitchen counter as the reference for comfortable work.

Subtract the platform and the picture changes. The same drum on a 5.8 inch deck sits about 6 to 11 inches lower than it does on a P4 or P2 pallet, and the Spill Deck Plus models drop to 4.3 inches. If your crew tips drums onto the platform with a hand truck, pumps or pours from the bung by hand, or racks a drum on its side for gravity dispensing, the deck keeps every one of those motions closer to the power zone. If a forklift does the lifting and a pump does the dispensing, the extra height of a pallet costs nothing and buys the full sump.

The Spill Pallet Plus line is the compromise. Per UltraTech's Spill Pallet Plus page, the P2 Plus (66 gallons) and P4 Plus (75 gallons) stand 8.8 inches, the P3 Plus (66 gallons) stands 9 inches, and all three keep forklift pockets. That is 3 inches lower than a standard P4 pallet and 7.7 inches lower than a standard P2, with the full drum's worth of sump in one piece. It is also the pallet UltraTech recommends when you want a ramp on a two-drum unit, since the standard 16.5 inch P2 is too tall for one.

Question 3: How do the drums get on and off?

Match the platform to the equipment you already own. Spill pallets have fork pockets: per UltraTech, the standard P4 and the P4 Plus are "forkliftable from all four sides," and the standard P2 is "forkliftable from either of the two longer (53") sides." That is how a pallet gets from the receiving dock to the mix room and back without unloading it. The load figures on the spec pages are static ratings for drums sitting on the grate, not ratings for carrying a loaded pallet on forks: 3,000 and 6,000 lb uniformly distributed on the standard P2 and P4, and 1,200 and 3,000 lb on the Economy P2 and P4, which is why the Economy pallets at $279.00 and $360.00 are a static storage buy. Spill decks have no fork pockets. They are loaded by drum dolly, hand truck or drum lifter over a ramp, or set in place empty and filled where they sit. UltraTech's 1089 polyethylene ramp ($229.00) fits the P2 and P4 decks, carries 600 lb, and is not offered for the P1 or the short side of a P2. The Spill Deck Plus uses the 2353 steel ramp ($526.00) rated for 1,000 lb, and UltraTech rates the Plus decks themselves at 10,000 lb per square foot, which is the deck to specify when a loaded drum truck crosses the grate every shift.

Drains are the other handling decision. Every spill pallet above comes with or without a threaded 3/4 inch drain, for $7.00 to $39.00 more depending on the model; spill decks use plugged sidewall ports instead, and the 9960 plug ($8.00) seals a port or a drain. 40 CFR 264.175(b)(2) says "The base must be sloped or the containment system must be otherwise designed and operated to drain and remove liquids resulting from leaks, spills, or precipitation, unless the containers are elevated or are otherwise protected from contact with accumulated liquids," and (b)(5) says collected liquid "must be removed from the sump or collection area in as timely a manner as is necessary to prevent overflow." Because the grate keeps the drums above the sump, either version satisfies the rule; the drain decides whether you empty the sump with a hose or with the 2345 bladder pump ($374.00) and a bucket. A drain plug is one more thing that can be left open, so no-drain units are the default for hazardous liquids.

Question 4: Where will it sit, and will it grow?

Indoors, the deck wins on floor space and on flexibility. A P4 deck is 52 x 52 inches for four drums, a P4 pallet is 53 x 53, and a P4 Plus pallet is 62 x 62, so a row of four-drum stations on decks takes the least aisle. Decks also change shape after you buy them: the pre-drilled bulkhead ports, a 1073 fitting ($17.00) and a 1131 T-strip ($9.00) join a P4 to a P2 or another P4 in minutes, and the 1090 P6 System and 1074 P8 System are those combinations sold as kits for $736.00 and $886.00. For drums stored in a single row along a wall, the InLine deck models keep a 25 7/8 inch depth for three to six drums; call us for the sump figures on those before you size to them.

Outdoors is pallet territory, and the rule is the reason. 112.8(c)(2) asks for "sufficient freeboard to contain precipitation," and 264.175(b)(4) says "Run-on into the containment system must be prevented unless the collection system has sufficient excess capacity" to hold it. A 5.8 inch open deck has no freeboard to give. A P4 pallet under its 1006 pullover cover ($282.00), a P4 Plus under the 9634 cover ($315.00), or a Hard Top spill pallet with its own roof are the outdoor answers, and the 66 to 75 gallon sump leaves margin above the 55 gallon floor. Rain that does reach a sump counts against capacity until it is pumped out, which is the other reason to keep the drain plugged and a pump on the wall.

What happens to the bladder after a spill?
