The spill pallet you need has a sump that holds at least the full volume of your largest container, or 10% of everything on the pallet, whichever number is bigger. How do you calculate the sump capacity you need?

The federal rule for container storage areas is 40 CFR 264.175. Paragraph (b)(3) sets the number: the containment system "must have sufficient capacity to contain 10% of the volume of containers or the volume of the largest container, whichever is greater."

That is a two-step calculation.

1. Step 1: find your largest single container. A standard drum is 55 gallons. An IBC tote is 275 or 330 gallons.
2. Step 2: add up every container on the pallet and take 10%. Four 55-gallon drums is 220 gallons, so 10% is 22 gallons.

Your required sump is the larger of the two. With four drums, 55 beats 22, so you need a 55-gallon sump. The 10% figure only wins once you pass ten drums on one containment system (11 drums is 605 gallons, and 10% of that is 60.5).

Two more lines in the same regulation matter for the pallet you pick. Paragraph (b)(1) requires a base "free of cracks or gaps and sufficiently impervious to contain leaks, spills, and accumulated precipitation." Paragraph (b)(5) requires that spilled liquid and accumulated precipitation be removed "in as timely a manner as is necessary to prevent overflow." Rain counts against your sump. Keep that in mind for the outdoor section below.

Many states add stricter rules on top of the federal text. Confirm with your state environmental agency and your local fire marshal before you finalize a storage area.

What size spill pallet do you need for 1, 2, or 4 drums?

One drum

A single drum needs a 55-gallon sump and nothing more. The P1 Plus gives you 62 gallons under a 26 by 26 inch removable grate, with fork pockets so an empty unit moves with a pallet jack or forklift.

Two drums

Two drums still need 55 gallons. The P2 gives you 66. Buy the two-drum unit when you keep a working drum and a backup side by side, or when you store two different liquids that should not share a sump with anything else.

Four drums

Four drums is where most shops land, because it matches how drums arrive: one pallet, four drums. The standard P4 has a 66-gallon sump. The P4 Plus raises that to 75 gallons and drops the deck height to 8.75 inches, which puts the bung of a drum low enough to pump from without a step. Both are covered in the decision section below.

Drum count gets you the sump number. Four more questions decide which pallet actually works in your building.

Is your largest container bigger than 55 gallons?

The largest-container half of the rule is the one that bites. Put one 275-gallon IBC tote on a drum pallet and you are 220 gallons short, no matter how many drums it is rated for. Totes belong on an IBC spill pallet with a sump sized to the tote. Mixed storage (a tote plus drums) is sized to the tote.

Will the pallet live outdoors?

Outdoors, rain collects in the sump and counts against your capacity under paragraph (b)(1) and (b)(5) of the rule. An open pallet that holds 66 gallons on paper holds far less after a storm. The fix is one of two things: a pullover cover on a standard pallet, or a hard top spill pallet with a lockable enclosure that keeps weather and unauthorized hands off the drums. Drain or no drain?

Indoors, most operations pick no drain. Outdoors, or anywhere you expect to empty the sump regularly, pick the drain and keep the plug in.

How much weight and what footprint?

Take the full-drum weight from the product's safety data sheet, multiply by the drum count, and compare it to the pallet's static load rating. The P4 Plus is rated for 9,000 pounds, which covers four full drums of any liquid you will store in a 55-gallon drum with room to spare. Measure the aisle where the pallet will sit and check that a forklift or pallet jack can reach the fork pockets from the side you plan to approach.

Which spill pallet should you buy?

Do I need a spill pallet for one 55-gallon drum?

If the drum holds new oil or a non-waste product, the federal driver is the SPCC rule instead, which has a facility-wide threshold (see below). Many states and insurers require containment under any drum with free liquid, so the practical answer for a shop is yes.

Does the SPCC rule apply to my shop?

The EPA's SPCC applicability page sets the threshold at a "total aggregate capacity of aboveground oil storage containers greater than 1,320 gallons of oil," counting only containers of 55 gallons or more, at a facility where a discharge "may be harmful into navigable waters or adjoining shorelines." Twenty-five 55-gallon drums of oil is 1,375 gallons, so a shop with two dozen drums of motor oil, hydraulic fluid, and used oil is over the line. Should I buy the drain or no-drain version?
